PCMA Statement on Governor Newsom's 2025-26 Budget Summary

“Pharmacy benefit managers (PBMs) are key partners in reducing prescription drug costs, improving affordability, and providing choice for patients in California. PBMs save patients and health plan sponsors an average of $1,040 per person per year and will save Californians more than $108 billion across all insurance markets in the state from 2023 to 2032.
“We welcome the governor’s focus on transparency and collaboration in the pharmacy supply chain in his 2025-26 Budget Summary. As the only stakeholder in that supply chain dedicated to lowering prescription drug costs, PBMs are in a unique position to offer ideas that promote greater competition and innovation across the system.
“We look forward to engaging with the Administration, legislature, and stakeholders to ensure that patient-centered solutions continue to drive down drug and health care costs while improving access to vital medications.”
